  • The U.S. Army Corps of Engineers will accept comments from the public until June 22.

    Staff report


    The U.S. Army Corps of Engineers seeks comments from the public on their recently completed draft feasibility study for the Homer Harbor expansion.

    The 30-day public comment period opened May 21 and will close June 22.

    The USACE’s feasibility study and environmental assessment stemmed from a need to address overcrowding, safety issues and lack of available space for larger vessels in the Homer Harbor. The draft feasibility report summarizes analysis of four design options that seek to address these issues and recommends Alternative 2 as a path forward.

    The City of Homer notes on their website that the study concludes with a recommendation, not a construction commitment.

    The draft feasibility report is available on the USACE Alaska District website for public review at www.poa.usace.army.mil/Library/Reports-and-Studies/. Find it under the section titled “Documents Available for Public Review,” then “Civil Works,” then “Homer Navigation Improvements (DRAFT).”

    Hard copies of the draft report are also available at the Homer Public Library and the city clerk’s office at Homer City Hall.

    Legislative tidbits

    Twice last week both Chambers came together in joint session on Thursday.  First, to override the Governor’s veto of Senate Bill 113: Apportion Taxable Income; Digital Business, which failed (watch here)  and again for the Governor’s Annual State of the State Address, which can be watched here.

     After the veto of SB113, the House Rules Committee introduced House Bill 280: Apportion Taxable Income; Digital Business, which has been referred to the House Finance Committee, with no other referrals at this time.

  • The Kachemak Bay National Estuarine Research Reserve (KBNERR) Community Council holds its next community council meeting from 12:30-3 p.m., March 27, at  University of Alaska Anchorage Kachemak Bay Campus, Room 202. Community Council meetings are open to the public.

    The primary purpose of the KBNERR Community Council is to support the reserve’s research, education and training programs by providing an organized structure for dialogue and recommendations between staff and community members interested in natural science research and education.

    Navigating Health and Resources in the New Year



    Feb. 17, 11:30 a.m – 1:30 p.m., Homer Senior Center

    Community members are invited to this free public event on Tuesday, Feb. 17, from 11:30 a.m. to 1:30 p.m. at the Homer Senior Center Cafeteria.

    This event is designed to help residents connect with local health services, community supports and resource navigation, all in one place.

    During the lunch hour, attendees can visit information tables, ask questions and pick up resources from a variety of local organizations, including:

    • South Peninsula Hospital: offering flu shots, blood pressure screenings and information on living wills, POLST forms and legal documents

    • Independent Living Center: providing guidance on enrollment and waiver processes

    • Public Health: sharing available local resources and supports

    • Hospice of Homer: offering information about local services and support

    • Laurie Deakins: offering information regarding Medicaid waivers

    • Homer Senior Center: sharing details on community programs. Free lunch prepared by the Homer Senior Center kitchen will be available.

    Everyone is welcome, and there is no cost to attend.

    Feb 13 and 14: Safe Sitter Course


    South Peninsula Hospital is hosting a Safe Sitter® course on Friday, Feb. 13 and Saturday, Feb. 14. Classes are held from 9:00 a.m. – 2:30 p.m. on both days.

    This fun, instructor-led class prepares students in grades 6 – 8 to be safe when staying home alone, watching younger siblings or babysitting. This course includes CPR and choking rescue practice on medical manikins.

    Students will learn:

    • Safety skills

    • First aid and rescue skills

    • Child care essentials

    • Life and business skills

    The class fee is $50, but scholarships are available.

Sarah Vance, R-Homer, visits from some gubernatorial candidates, a District 6 convention preview, an Alaska Republican Party State Convention preview and presentation on key initiatives and issues, including ballot integrity, repeal of ranked choice voting and get out the vote efforts.

    The comment period ends soon on Jan. 23 for public input on five new proposed offshore oil and gas leases on the Outer Continental Shelf in Cook Inlet. 

    The previous 5-year plan — which included no leases in Cook Inlet or Alaska — for the Outer Continental Shelf was finalized in 2024, but the President Donald Trump administration now proposes five new leases starting in 2027. The lease area stretches from the southwest to the northern tip of Kodiak and up nearly to the Kenai River.


    Alaskans can comment on the plan at the Bureau of Ocean Energy Management regulation site.

    In a press release, Cook Inletkeeper denounced the plan.


    “Expanded drilling in Cook Inlet isn’t an abstract risk; it’s a direct threat to our communities,” said Cook Inletkeeper Co-Executive Director Bridget Maryott. “More oil and gas means a higher risk of a catastrophic spill. Alaskans who lived through the Exxon Valdez know exactly how devastating that can be. With the Inlet’s icy waters, powerful tides, and relentless weather, cleanup would be impossible.”

    At its meeting Monday night, the Homer City Council in a 5-to-1 vote approved a resolution to submit comments to the Bureau of Ocean Energy Management, citing local concerns about planned oil and gas lease sales in the Gulf of Alaska and Cook Inlet.
