July 8

On June 4 at about 8 p.m., the Alaska State Troopers were notified by the Homer Police Department of a strangulation assault that had occurred earlier in the day. An adult female reported she had been strangled three separate times that morning by her romantic partner, a 27-year-old Homer man. She also reported historical sexual assaults, strangulation assaults, and assaults with weapons by him. During the HPD interview, it was determined that the incident occurred outside Homer city limits, and troopers took over the investigation.


The investigation was conducted by Anchor Point troopers with the assistance of Soldotna troopers, Homer police officers, and Adult Probations. As a result of the investigation, on July 8, the man was arrested and taken to the Homer Jail on four counts of second-degree assault, six counts of third-degree assault, two counts of fourth-degree assault, one count of second-degree terroristic threatening, and two counts of violating conditions of release.

July 10

Alaska State Troopers in Anchor Point observed a vehicle driving in Homer that belonged to a Homer man who was known to be on conditions of release not to operate anything with a motor. AST eventually caught up to the vehicle, which was traveling in excess of the speed limit, and confirmed the driver was indeed the man in question. He was arrested and remanded to the Homer Jail on one count of violating his conditions of release.

Alaska State Troopers in Anchor Point conducted a traffic stop on a vehicle due to its inability to drive within the lane. The driver, a Homer woman, was found to be driving under the influence of alcohol. She was arrested and taken to the Homer Jail.

July 12

At 6:53 p.m., troopers stopped a vehicle near Mile 145 Sterling Highway after observing a 57-year-old Nikolaevsk man driving the vehicle and knowing he did not have a valid license. A records check showed his license was suspended and he had a prior driving while license suspended conviction. He was given a summons to appear in court and released.

July 13

At about 1 p.m., Alaska State Troopers received a report that a Kachemak City woman was trespassing at the Crested Crane Apartments in Kachemak City. AST responded to the area and interviewed several people, who reported they had seen her at the apartment complex. Further investigation revealed she was on conditions of release from a prior incident. On July 13, AST contacted her at her residence. She admitted to AST that she was at the Crested Crane Apartments on July 9. She was arrested on one count of Violating Conditions of Release and transported to the Homer Jail, where she was remanded.

July 8

At 11:14 a.m., officers responded to the 500 block of W. Fairview Avenue for a Welfare Check call. Officers were able to contact the person in question, and they did not need assistance. No further action was required.

At 2:12 p.m., officers responded to the 100 block of Bunnell Avenue for a Fraud call. A business owner reported possibly fraudulent use of a credit card. The incident was investigated and documented, and they were advised of their options.

At 2:15 p.m., officers responded to the 4100 block of Bartlett Street for a Welfare Check call. This call was determined to be in the AST service area, so the call was transferred to AST.

At 5:02 p.m., officers responded to the 100 block of Crossman Ridge Road for a Littering call. A caller reported multiple bags of trash left at the above location.

At 5:13 p.m., officers responded to the 4200 block of Kachemak Drive for an Assist Citizen call. A driver wanted to talk about somebody who they believed was following them. The incident was documented.

At 10:36 p.m., officers responded to the 90 block of Sterling Highway for a Trespass call. As a result, a 35-year-old Homer woman was arrested via summons for second-degree criminal trespass and violating conditions of release.

July 9

At 9:03 a.m., officers responded to the 1200 block of Ocean Drive for an Assist Agency call. 

At 1:29 p.m., officers responded to the 100 block of E. Fairview Avenue for a Harassment call via text. Officers contacted both parties and advised them of their options and the possible outcomes.

At 6:28 p.m., officers responded to the 3800 block of Homer Spit Road for a Welfare Check call. After investigation, the person in question was taken to South Peninsula Hospital for treatment.

At 7:02 p.m., officers responded to the 900 block of Shelley Avenue for a Welfare Check call. Officers were able to contact the person in question and found that they were fine. No further action was required.

At 9:42 p.m., officers responded to the 200 block of Herndon Avenue for a Suicidal Subject call. HPD assisted Homer Volunteer Fire Department with taking a male to SPH for Title 47 treatment.

At 11:17 p.m., officers responded to the 4500 block of Homer Spit Road for a Disturbance call. It was reported that loud music was disturbing area residents. Upon arrival, no obvious noise was heard, nor did anyone report anything at the scene.

At 11:55 p.m., officers responded to the 3600 block of Ben Walters Lane for a driving under the influence call. As a result, a 40-year-old Pagosa Springs, Colorado, woman and a 41-year-old Rockport, Texas, man were arrested and booked into the Homer Jail for DUI and Refusal to Submit to a Chemical Test.

July 10

At 1:33 a.m., officers responded to the 39000 block of Sibson Drive for an Endangered Minor call. AST asked HPD for mutual aid in responding to the location until AST could arrive. HPD was able to locate the parent of the child.

At 2:28 p.m., officers responded to the area of Ben Walters Lane and Lake Street for a Traffic call. As a result, a 42-year-old Anchor Point man was arrested via summons for Driving with License Revoked (DWLR).

At 3:34 p.m., officers responded to the 600 block of E. Pioneer Avenue for an online Harassment call. The incident was documented and options were advised.

At 6:21 p.m., officers responded to the 500 block of Hazel Avenue for an Assault call. As a result, a 46-year-old Homer man was arrested via summons for fourth-degree assault.

At 7:20 p.m., officers were advised of a Sexual Assault call that had taken place inside the city limits of Homer. The case was documented and is being actively investigated.

July 11

At 4:31 a.m., officers responded to the area of Mariner Park on Homer Spit Road for a Fight call. Upon arrival, officers contacted all parties and no crime was articulated. No further action was required.

July 12

At 1:33 a.m., officers responded to the 4300 block of Homer Spit Road for a motor-vehicle collision call. As a result, a 47-year-old Soldotna man was arrested and booked into the Homer Jail for DUI, Refusal to Provide a Breath Sample, and Hit and Run.

At 3:00 a.m., officers responded to the 500 block of Sterling Highway for an Assist Agency call. HPD assisted HVFD with a person in mental health distress. This person was ultimately transported to SPH for medical treatment.

At 9:16 a.m., officers responded to the 100 block of Lee Drive for a Civil Issue call. The call was documented and the contacted party was advised of their options.

At 10:47 a.m., officers responded to the 4500 block of Jade Drive for a Fraud call. The call was investigated and documented.

At 1:22 p.m., officers contacted a sexual assault victim who wished to report past abuse. The incident was documented and is being actively investigated.

July 13

At 1:20 p.m., officers responded to the area of Fish Dock Road and Homer Spit Road for a Theft call. The call was documented and the victim was advised of their options.

July 14

At 12:35 a.m., officers responded to the 3900 block of Svedlund Street for a Welfare Check call. An officer contacted a resident after he called about an issue he was having in his home. His welfare was checked and he was no longer in need of assistance. No further action was required.

At 11:28 a.m., officers responded to the 300 block of Karen Hornaday Road for a Theft call. Officers documented the incident.

At 1:14 p.m., officers contacted a citizen in the police department lobby regarding lost property. The incident was documented.

At 5:52 p.m., officers responded to the 500 block of W. Fairview Avenue for a Theft call. It was alleged that medication was stolen from a residence. The incident was documented.

At 7:29 p.m., officers responded to the 500 block of Sterling Highway for a Vandalism call. A reporting party advised he inadvertently damaged school property and wanted to fix it. The caller was referred to the school district.

At 9:48 p.m., officers responded to the 4800 block of Rochelle Road for a dead on arrival call. A physician’s order for life-sustaining treatment was on file. The incident was documented and no further action was required.

July 1

Jeffrey Carlton Donegan, 64, charges dismissed, driving under the influence (bac .08+ percent).

July 8

Nikita A Polushkin, 30, charges dismissed, refusing to submit to a chemical test. He pleaded guilty to driving under the influence (alcohol or controlled substance).

Eric Andrew Prevost, 35, charges dismissed, two counts of second-degree criminal trespass (upon premises). He pleaded guilty to one count of second-degree criminal trespass (upon premises).

Ernest Lopaka Luuloa-Chang, 33, pleaded guilty to driving under the influence (bac .08+ percent).

Martin David Schuster, 41, pleaded guilty to fifth-degree misconduct involving a controlled substance (possession of any amount of Schedule IA, IIA, IIIA, IVA, or VA substance).

Rohanna Jade Barnes, 20, pleaded guilty to negligent driving (not a commercial motor vehicle).

Eli Shama Riedel, 18, charges dismissed, fourth-degree theft (less than $250).

Sarah Krista Kirk, 37, charges dismissed, second-degree criminal trespass (upon premises).

Raul Josephisrael Arellano, 22, pleaded guilty to  negligent driving (not a commercial motor vehicle).
