A Homer man faces multiple assault charges related to a domestic violence case from early June.
Randy Brown, 27, was arrested on July 8 and taken to the Homer Jail on four counts of second-degree assault, six counts of third-degree assault, two counts of fourth-degree assault, one count of second-degree terroristic threatening and two counts of violating conditions of release. He was arraigned on July 9 at the Kenai Courthouse.
The Homer Police Department received a report at about 8 p.m. on June 4 from a woman who said Brown, her boyfriend, had strangled her three separate times that morning. She also reported previous incidents where Brown had strangled and assaulted her sexually and with weapons.
According to charging documents, the victim reported that Brown had strangled her at least 10 separate times prior to her June 4 report to authorities. She said that Brown came at her with a knife the prior morning but “threw (it) down after seeing fear in (her) eyes.”
She also told law enforcement officers that on past occasions where she attempted to leave Brown, he threatened to kill her or take his own life.
HPD determined during an interview with the victim that the June 4 assault occurred outside of Homer city limits. As a result, Alaska State Troopers in Anchor Point took over the investigation, with help from Soldotna troopers, HPD and the Kenai Probation Office.
Brown previously pleaded guilty to and was convicted of assault in the third degree — causing injury with a weapon — in 2023, for crimes committed in 2022 in Ninilchik. He was sentenced to 36 months in prison, with all but time served suspended. At that time, the remaining suspended time was 33 months. Brown also was sentenced to five years’ probation.
Since then, authorities say he has violated the conditions of his probation multiple times. According to a court petition to revoke his probation, in addition to these latest charges, Brown allegedly committed fourth-degree assault on May 28 by threatening to harm another individual on the Homer Spit.
Probation officers have recommended that Brown be held without bail “considering the serious and violent nature of the new allegations,” as well as Brown’s previous history of leaving the state without permission.
Preliminary hearings for Brown on the new domestic violence charges are scheduled for 11 a.m. on Friday, July 17 and 4 p.m., July 29 at the Kenai Courthouse. According to online records, he remains in custody at the Wildwood Pretrial Facility in Kenai.
